The Westmoreland Board of Education shall establish the safest possible transportation system to enable all qualified children to be transported to the public schools of the Westmoreland Central School District and to area parochial and private schools. The transportation system shall be planned and operated in compliance with the statutes of the State of New York and all regulations of the Commissioner of Education, the State Department of Motor Vehicles, and te New York State Public Service Commission. To assure the safety and security of our students boarding or exiting school buses on school property, it shall be unlawful for a driver of a vehicle to pass a stopped school bus when the red signal is in operation. An attempt shall be made to maintain transportation schedules that provide convenient and equal opportunity for all qualified students consistent with efficient and economical operation. A public school pupil residing within the School District, shall be given transportation to school if the distance from home to school is over one and and one-half miles. Transportation for public school pupils who reside less than one and one-half miles from school may be provided, if in the judgement of the Board of Education such transportation is desirable. A parochial or private school pupil, residing within the School District, shall be given transportation to a parochial or provate school either within the District or outside the District up to fifteen miles if the distance from home to school is over one and one-half miles. Transportation for parochial or private school pupils who reside less than one and one-half miles from school may be provided if, in the judgment of the Board of Education, such transportation is desirable.
